Disaster costs keep rising and are likely going to hit the state and local level more intensely in coming years, as FEMA changes it’s funding scheme. Funding for disaster preparedness is a lot lower and has a lot less public support than funding for disaster relief. Is that true for you (that it’s easier to justify funding relief)?
